Step 0: Load Rules

REQUIRED: Read references/rules-review.md before ANY optimization. If file not found -> ERROR + STOP. Do not proceed without rules reference.

Parse $ARGUMENTS: -l/--light | -d/--deep | no flag -> medium (default).
