## Planning Dimensions

- **Headcount**: How many people do we need, in what roles, by when?

- **Structure**: Reporting lines, span of control, team boundaries

- **Sequencing**: Which hires are most critical? What's the right order?

- **Budget**: Headcount cost modeling and trade-offs
